3/18. MINUTES OF THE LAST MEETING
The minutes of the Holme Lacy Parish Council meeting of 21 November 2018 were agreed as a correct record and signed by the Chairman.
4/18. HEREFORDSHIRE COUNCILLOR’S REPORT
Councillor Summers was concerned at the access to and from Folly Farm which he considered dangerous especially because there were more tractors using it. Clerk to email Balfour Beatty/Herefordshire Council about the request for speed limits on the causeway.
5/18. COMMUNITY POLICING – no report
PUBLIC FORUM – No members of public present.
RESOLVED the public forum as a general rule should be limited to 10 minutes.
6/18. CORRESPONDENCE – circulated
7/18. VILLAGE HALL
Clerk to investigate updating the water meter for the pavilion. From the end of March the Chairman would read the meters.
Hire charges for the hall – RESOLVED that from 1 April 2018 the charges for all users would be increased to:
£12 per hour
£75 per day (over 6 hours)
£300 for weddings (three day booking)
Holme Lacy Football Club – to continue at a reduction of 1/3rd to reflect the work done by the Flub.
AGREED for the Clerk to attend the SLCC Practitioners Conference
9/18. NEIGHBOURHOOD PLANNING
Holme Lacy had now been included in the Development Plan Document.
10/18. CONSULTATIONS – None
11/18. RISK ASSESSMENT – in hand
12/18. ELECTRICAL INSPECTION
Clerk was waiting for the certificates and an update on what had been done and still to be carried out.
The village to be part of a scheme run by West Mercia. The telephone kiosk would be refurbished and fitted with a defibrillator.
14/18. ROADS AND FOOTPATHS
(1) General road maintenance – problems should be reported on the Herefordshire Council website.
(2) Causeway – discussed under Herefordshire Councillor’s report.
(3) Lengthsman/PROW – RESOLVED that the Parish Council continue with the Lengthsman and PROW schemes.
15/18. PLAYING FIELD – no report
No applications or results.
RESOLVED that the following accounts be approved for payment:
(a) £100 – SLCC subscription
£200.20 – PAYE
£38.40 – Autela Payroll Services
£342 – Pear Technology Services – digital mapping
(b) Already paid under policy agreed at Parish Council meeting 4.11.2014: None
(c) Direct debits:
£42.58 per month – Westcom – broadband
£172.14 per month – Aviva – village hall insurance from 2.11.17
£137.66 – SSE Gas
£184.40 – Southern Electric
(d) Payments to HMRC – these now had to be made direct to HMRC and not through the Post Office.
(e) Receipts: None
(f) Signatories – Parish Council and Playing Field Committee accounts – signatories to complete the
(g) Parish Council precept – 2018/2019: RESOLVED that the precept should remain unchanged at £17,000.
