76/17. MINUTES OF THE LAST MEETING
The minutes of the meetings of 28 June 2017, 4 July 2017 and 22 August 2017 were agreed as correct records and signed by the Chairman.
77/17. CO-OPTION TO FILL CASUAL VACANCY
RESOLVED that Mrs Susan Lawson be co-opted to fill the casual vacancy. Mrs Lawson signed the declaration of acceptance of office.
78/17. HEREFORDSHIRE COUNCILLOR’S REPORT
Councillor Summers wanted to see increased community involvement in the village hall. Mr Lindsay was planning a leaflet drop followed up by a ‘knock on doors’ campaign. He would like to see a social evening in the hall perhaps with a bar. He would discuss with Mr Hince.
79/17. COMMUNITY POLICING – no report
PUBLIC FORUM – no members of the public present.
Age UK Hereford & Localities – request for financial support – Holme Lacy Parish Council’s policy was to support requests from the parish only.
Wye Valley AONB Study Day – invitation to Parish Councillors
HALC Information Corner – reform of data protection legislation – suggested there could be an impact on Parish Council’s resources.
81/17. VILLAGE HALL
Log book – this was in a holder and Clerk would bring to the next village hall meeting.
Mr Hince reported that the Football Club had a junior team as well this season.
The Chairman reported that at the last fire extinguisher inspection it was suggested that there was no need for an extinguisher in the cellar and it could be used to replace the one in the kitchen which was reaching the end of its life.
82/17. TRAINING – no courses booked at present.
83/17. NEIGHBOURHOOD PLANNING
Mr Lindsay was attending a Herefordshire Council neighbourhood planning meeting the following week.
Minerals and Waste Local Plan – no comment
Rights of Way Improvement Plan Consultation – Mr Lindsay to comment if necessary
85/17. EQUAL OPPORTUNITIES POLICY
RESOLVED to adopt the SLCC equal opportunities policy circulated with the agenda.
86/17. RISK ASSESSMENT
Clerk would prepare an updated risk assessment for the next meeting.
87/17. ELECTRICAL INSPECTION
The five year electrical inspection of the village hall and club hut was due. The quote was £500 + VAT.
RESOLVED that the quote of £500 be accepted.
88/17. COMMUNITY NOTICEBOARD
The Clerk understood that Mr Fleuchars had taken away the noticeboard from the school to see if it could be used. She would contact Mrs Fleuchars.
89/17. ROADS AND FOOTPATHS
(1) General road maintenance – problems should be reported on the Herefordshire Council website. Mud on road – this should be reported to the police.
(2) Causeway – no report
(3) Lengthsman/PROW – Mr Lindsay reported that there had been problems with the footpath alongside the river. A hole had been cut in the fence and sheep had strayed into a crop. The fence had been repaired but he would look at whether the fence could be replaced with a gate.
(4) The Safety Partnership was carrying out speed checks in the village and the SID had been deployed at the causeway end of the village.
90/17. PLAYING FIELD
The Clerk had searched for signs but could only find square signs. Mr Bishop and Mr Lindsay would search.
Agreed that it was a very poor reply to the enquiry about the dovecote at Pound Farm.
A plot on the site next to the Old Vicarage had been sold.
