MINUTES OF A HOLME LACY PARISH MEETING HELD AT 7.30 PM, TUESDAY, 7 MAY 2017, IN THE VILLAGE HALL, HOLME LACY

The meeting had been called to discuss Herefordshire Council’s notice of disposal of the school site in Holme Lacy.
Mr Hough explained the background to the closure of Holme Lacy School in 2012 when the pupil numbers had fallen to a very low level. Since then the premises had been used by Robert Owen School until it had completed the rebuilding work at its site in Hereford. It had now vacated the site. There had been no other approaches from educational organisations for the site. Accordingly Herefordshire Council now wanted to remove the covenant for it to be used for educational purposes so that the site could be sold and the money re-invested in other Herefordshire schools. He was not in a position to say whether it would be sold for development only that the LEA was now able to make a decision to request the covenant be removed so that it could sell the site and this would go for determination by the Secretary of State.
After lengthy and wide-ranging discussion, there was a general acceptance by the meeting that there no likelihood of Holme Lacy School being re-opened but there was concern about the type of development that would be allowed on the site. There was also a general feeling that the school building itself should be retained if possible.
The Parish Council had already designated the parish as a neighbourhood plan area. A number of people were interested in being involved in developing a Neighbourhood Plan. The Parish Council would arrange a parish meeting to discuss this.
