MINUTES OF A MEETING OF HOLME LACY PARISH COUNCIL HELD AT 7.00 PM, MONDAY, 23 JANUARY 2012, IN THE VILLAGE HALL, HOLME LACY

12/23. PRESENTATION BY MR JON FIELD, UNITY TRUST BANK
An interesting and useful presentation. Mr Field would arrange for two further information packs and
application forms to be sent.
12/24. COMMUNITY GRANT FUNDING
The Chairman had met with Andrew Wibmer at the village hall to look at broadband connection and Wi-Fi. He
thought the broadband connection would be about £200 and probably around £100 to install the Wi-Fi. The
Chairman to ring Westcom. Clerk suggested a laptop would be about £300-400, projector £200-300 and a
screen around £50. Clerk to forward original email about this fund to the Chairman.
(a) AGREED that the following accounts be paid.
£500 – Holme Lacy Churchyard A/c/Holme Lacy PCC – 2nd instalment of grant 2011/12
£35 – ICO – registration under Data Protection Act
£68.50 – Mr G. Jones – lengthsman
£199 – SLCC Enterprises – Practitioners Conference
(b) Bank reconciliations and cash flows – there had been problems with the information on the PC which the
Clerk had not had time to sort so these were not available. The Clerk would send out as soon as they were
(c) Review of banking arrangements:
It was decided to leave a decision on the village hall banking arrangements for the time being.
AGREED to change the Parish Council’s accounts to Unity Trust Bank.
(d) Precept for 2012-2013:
A draft budget had been circulated.
AGREED to keep the precept the same as for this year at £11,500.
(a) New application:
(1) DMS/120077/FH – Brick Kiln Barn, Ufton Court, Holme Lacy – proposed detached garage with games
room over – no objection.
(b) The Parish Council should not have been sent an electronic planning application for the ‘straw bale care’ at
the College as the system was not going live until next month and the Parish Council had not agreed to
receive applications electronically. However it had been a useful exercise.
12/27. ANY OTHER ITEMS – for information only
The Chairman and Clerk were meeting with Rob Grunsell, Village Hall Advisors, Community First, and Lynda
Wilcox, HALC, on 12 March 2012 to discuss how the Parish Council managed the hall. The Clerk would also
ask for advice from SLCC. A meeting of the Parish Council would be called afterwards to update the Councillors.
There being no other business the meeting was closed.
